Market Access 2026: Navigating the Post-Framework Agreement Landscape
As Ireland’s reimbursement environment continues to evolve following the Framework Agreement, market access professionals are facing a new era of operational, strategic, and data-generation challenges. From changing expectations around value demonstration and stakeholder engagement and evolving reimbursement timelines, the landscape is shifting rapidly.
This full-day masterclass on Thursday September 17th brings together leading experts from the NCPE, and industry experts to explore what these developments mean in practice – and how organisations can prepare for the changes ahead.
This masterclass is open to all our members and will be particularly relevant to those in market access, HEOR, policy, and adjacent roles. The session will provide practical insights, strategic perspectives, and real-world discussion in an interactive classroom-style setting.
Attendees will also have an opportunity to engage directly with key stakeholders from the NCPE throughout the day – both during group discussions and in more informal one-to-one conversations over lunch.
Speakers:

Dr Lesley Tilson, Chief I Pharmacist & Deputy Head – National Centre for Pharmacoeconomics
Lesley is an experienced leader in Pharmacoeconomics, with over 20 years’ experience in Health Technology Assessment. She holds a PhD in Pharmacoeconomics from Trinity College Dublin, a Diploma in Statistics, and is a graduate of the University of Brighton’s School of Pharmacy. Dr. Tilson has held senior clinical roles in both the UK and Ireland, including at St James’s Hospital Dublin and Oxford Radcliffe Hospitals NHS Trust.
Her research focuses on the practical application of HTA methods and she provides peer review for leading health-economics journals. Lesley received the ISPOR Bernie O’Brien New Investigator Award in May 2011.
She represents the NCPE on various Advisory Groups including the Mazars Implementation Group and the HIQA Scientific Advisory Group which is responsible for developing national HTA guidelines for Ireland.

Claire Barry, Head of Consulting – Salutem Insights
Claire is an accomplished pharmaceutical professional with over 20 years of experience focused on health economics and patient access.
With a PhD in Neurophysiology from Trinity College Dublin and a Postgraduate Certificate in Health Economics from the University of York, she combines scientific depth with strategic leadership. Formerly Head of Patient Access at Bayer Pharmaceuticals and a member of the IPHA Market Access Advisory Forum, Claire has secured reimbursement for a broad range of therapies by navigating the Irish reimbursement process, including HTAs and horizon scans.
Now as Head of Consulting at Salutem Insights, she applies this expertise to help clients address complex market access challenges across multiple therapeutic areas

Orla Maguire, Pharmacist and Senior Health Technology Assessor – National Centre for Pharmacoeconomics
Orla graduated from Queens University Belfast and subsequently completed an M.Sc. in Hospital Pharmacy from Trinity College, Dublin. Prior to her appointment to the NCPE, Orla was employed as senior clinical pharmacist in St James’s Hospital, Dublin. During that time, she worked in various clinical specialities and also occupied the roles of procurement pharmacist, editor to the SJH Prescriber’s Guide and secretary to the SJH New Drugs Committee. Her most extensive experience is within the critical care setting where she occupied the role of ICU pharmacist for more than 5 years.
Dr Joy Leahy, Senior Statistician – National Centre for Pharmacoeconomics
Joy is a graduate of Mathematics and Statistics from University College Cork and holds a PhD in statistics from Trinity College Dublin (TCD). Her research interests include Bayesian methods for evidence synthesis and Network Meta-Analysis (NMA), with particular focus on the appropriate use of lesser quality evidence. She has worked on applications of these methods to disease networks such as Hepatitis C, melanoma and multiple myeloma. She was previously employed as a research assistant in the National University of Ireland, Galway, where she worked on an NMA comparing pharmaceutical and behavioural interventions for hypertension. She is a statistical ambassador with the Royal Statistical Society and was the 2017/2018 TCD student chapter president for the International Society for Pharmacoeconomics and Outcomes Research.
