The PMI are delighted to partner with the University of Galway’s Health Economics and Policy Analysis Centre (HEPAC) to deliver a one-day short course in Health Economic Modelling for Health Technology Assessment in Ireland. The course has been designed to provide a practical, accessible introduction to cost-effectiveness modelling, while also offering valuable insights and applied learning for professionals already working with HTA and economic models.
Who should attend?
This course is designed for HEOR, Market Access, and adjacent professionals working in the pharmaceutical and healthcare sectors. It is suitable for:
- Professionals who are new to HEOR, HTA, or health economic modelling
- Those working in HEOR or Market Access who would like to build greater confidence in the modelling component of HTA
- Professionals who regularly engage with economic models and want to strengthen their understanding of modelling methods, assumptions, interpretation, and application in an Irish HTA context
No prior modelling experience is required. The course is specifically designed to make modelling concepts approachable and practical, while still delivering meaningful value to participants with existing knowledge or experience.
Course focus:
The course focuses on health economic modelling methodology – both theory and practical application – within the context of Irish HTA, with a particular emphasis on cost-effectiveness modelling.
Participants will gain an understanding of:
- Why health economic models are used in HTA
- Common modelling approaches and structures
- Key modelling inputs, assumptions, and sources of uncertainty
- How to interpret and critically assess models used in reimbursement submissions
- The practical steps involved in building and adapting a simple cost-effectiveness model
Through a combination of guided teaching and hands-on exercises, the course aims to demystify health economic modelling and equip participants with the confidence to engage more effectively with HTA models — whether reviewing, interpreting, adapting, or contributing to their development.

Speakers:
Professor Paddy Gillespie, Professor of Health Economics and Director of the Health Economics and Policy Analysis Centre – University of Galway
Paddy is a Professor of Health Economics and Director of the Health Economics and Policy Analysis Centre (HEPAC) at the J.E. Cairnes School of Business and Economics and the Institute for Lifecourse and Society (ILAS). He was Head of Economics from 2019 to 2022, and the School’s Associate Head of Research from 2022 to 2024. His research activity is focused on the application of the techniques of health economic evaluation and health technology assessment to inform health policy and healthcare practice. He is a research affiliate at the Economic and Social Research Institute (ESRI). He is health economics lead for the Primary Care Clinical Trials Network Ireland (HRB PCCTNI), Evidence Synthesis Ireland (ESI), and the Diabetes Collaborative Clinical Trial Network Ireland (HRB DCCTNI). He leads the health economics research programme for the Translation pillar of the Research Ireland Centre for Medical Devices (CÚRAM), and for the Influencing pillar of the University’s Institute for Clinical Trials.
Dr Ronan Mahon, Programme Director for the MSc in Health Economics – University of Galway
Ronan is a Lecturer Above the Bar in the Discipline of Economics at University of Galway and is currently Programme Director for the MSc in Health Economics. He is chair of the Health Economics Association of Ireland and is a member of the National Screening Advisory Committee of Ireland. Ronan spent 10 years in various private sector roles, latterly as Head of Value and Access for Novartis Global Business Services, before joining University of Galway in January 2024.
Dr David Glynn, Marie-Curie Fellow at HEPAC, University of Galway, & Health Economist
David is a Marie-Curie Fellow at the Health Economics & Policy Analysis Centre (HEPAC), University of Galway, and a health economist specializing in statistical analysis and applied decision theory. His research focuses on cost-effectiveness analysis, value of information (VOI) methodology, machine learning, and Bayesian methods to inform health technology assessment and research prioritization. Prior to his current role, he served as a Research Fellow at the University of York’s Centre for Health Economics and has held positions at NICE and the Royal College of Psychiatrists. He holds a PhD in Economics from the University of York and an MSc in Health Economics from the University of Aberdeen.
